0) Scope, Authority, and Enforcement

0.1 What these rules apply to

These rules apply to:

  • All in-city actions, voice/text communications, and roleplay interactions.
  • All Discord activity related to the server (tickets, chats, DMs tied to server drama, etc.).
  • Any external tools used to gain advantage (mods, injectors, overlays, audio packs, texture packs, etc.).

0.2 Staff discretion

PalmrockRP is a serious roleplay environment. Staff may take action when behavior:

  • Damages RP quality, fairness, stability, or community safety.
  • Exploits loopholes not explicitly listed here.
  • Shows a pattern of disruptive conduct, even if each single incident looks “minor.”

0.3 Possible consequences (non-exhaustive)

Depending on severity/history/evidence, violations may result in:

  • Verbal/written warning
  • Comms (community service)
  • Mute
  • Kick
  • Temporary or permanent ban
  • Item/money removal or wipe (where applicable)
  • Business strike, business restriction, business removal
  • Gang strike, gang restrictions, gang suspension, gang disband
  • Supporter perk restriction or revocation

Section 1 – Community Conduct & OOC Standards

1.1 Respect & harassment

You must treat players, staff, and community members with baseline respect.
Not allowed:

  • Harassment, targeted insults, intimidation, doxxing threats, or persistent antagonizing.
  • Discrimination/hate speech (including coded slurs, “jokes,” or baiting people into reactions).
  • Sexist behavior, unwanted sexual remarks, or degrading comments.

Notes:

  • “They started it” is not a defense.
  • “IC beef” never authorizes OOC harassment.

Possible consequences: warning, comms, mute, kick, ban.

1.2 Staff interaction and disputes

Required:

  • If staff declares a situation OOC (or begins moderating it), comply immediately.
  • Submit disputes through tickets with evidence rather than arguing in public channels.

Not allowed:

  • Staff disrespect, hostility, or refusing staff instructions.
  • Threatening “I’m reporting you” mid-scenario to influence outcomes.
  • Impersonating staff or claiming authority you do not have.

Possible consequences: comms, mute, kick, ban.

1.3 Chat spam, toxicity, and disruption

Not allowed:

  • Flooding chats, mic spamming, soundboards to disrupt, or intentionally derailing RP.
  • Trolling that exists to ruin scenes rather than create story.

Possible consequences: warning, mute, comms, kick, ban.

Section 2 – Roleplay Integrity (Core RP Rules)

2.1 Staying In Character (IC) and OOC separation

PalmrockRP is “IC-first.”
Required:

  • Stay IC while in the city unless staff explicitly makes it OOC.
  • Handle rule issues after the scene via ticket.

Not allowed:

  • Discussing scripts, lag, admins, rules, “safe zones,” or server mechanics as part of RP.
  • Using “flight,” “Bahamas,” “clip it,” “report it,” etc. to break immersion to gain leverage.
  • Using /me to “force” outcomes or skip roleplay.

Possible consequences: warning, comms, mute, kick, ban.

2.2 Fail RP (Failure to roleplay)

Fail RP is behavior that treats the city like a non-RP sandbox.
Examples:

  • Initiating conflict with no believable motive or no build-up.
  • Repeating the same robbery/shakedown loop back-to-back to farm reactions.
  • Ignoring injuries, fear, consequences, or acting like nothing matters.
  • Refusing to engage in a reasonable scenario in good faith (stonewalling).

Possible consequences: comms, kick, ban.

2.3 Powergaming (forcing outcomes)

Powergaming is using mechanics or pressure to remove another player’s ability to meaningfully respond.
Not allowed:

  • “Instant” grabs/cuffs/forced actions with no interaction or chance to react.
  • Using menus/teleports/garages/insta-stashes to escape consequences mid-scene.
  • Forcing someone into a vehicle/into restraints without RP setup.
  • Using unrealistic “superhuman” actions (endless sprinting after major injury, etc.).

Allowed (when roleplayed properly):

  • Taking a hostage during a legitimate robbery with reasonable time limits and clear demands.
  • Blocking a vehicle during an active pursuit when it makes sense.

Possible consequences: comms, ban, and item/money removal when tied to abuse.

2.4 Metagaming (using OOC knowledge IC)

Not allowed:

  • Using Discord calls/DMs to coordinate rescues, ambushes, or scene intel.
  • Stream sniping, watching Twitch to locate targets, or using viewer chat as intel.
  • Sharing “where police are,” “who has what,” “who just robbed me,” etc. using OOC tools.

Possible consequences: comms, ban, gang/business action where applicable.

2.5 Value of Life (NVL)

You must fear death and serious harm like a real person would.
Not allowed:

  • Challenging guns/knives while unarmed with no believable reason.
  • Intentionally escalating to death over trivial issues.
  • Using suicide/self-harm style actions to avoid arrest, robbery, or consequences.
  • Driving off bridges, into water, or otherwise “resetting” to dodge RP outcomes.

Possible consequences: comms, ban.

2.6 New Life Rule (NLR)

After being incapacitated/“dying” in RP:
Required:

  • Treat the events leading to your death as unknown/forgotten for retaliation purposes.
  • Do not re-enter the active scene or immediately return to continue the conflict.
  • Do not use “what you saw/heard” to direct friends/gang/police back into the same situation.

Not allowed:

  • Returning to finish a fight, recover loot, identify suspects, or continue the same war beat immediately.
  • “Calling it in” to your group after respawn.

Possible consequences: comms, ban.

Section 3 – Violence, Combat, and Crime Standards

3.1 Random Deathmatch (RDM)

RDM is using lethal force without a valid RP reason or escalation.
Not allowed:

  • Killing someone you have not meaningfully interacted with.
  • Killing over minor accidents/insults without believable escalation.
  • Shooting crowds/areas to farm kills.

Expectations:

  • Violence should be the last resort, not the default.
  • Escalation should be clear, roleplayed, and proportional (unless immediate self-defense is obvious).

Possible consequences: comms, ban.

3.2 Vehicle Deathmatch (VDM)

VDM is using a vehicle as a weapon without RP necessity.
Not allowed:

  • Running people over to win a conflict.
  • Ramming vehicles repeatedly to “end” a chase without cause.
  • Driving in ways that are clearly unrealistic to gain advantage (“GTA driving” during scenes).

Possible consequences: comms, ban.

3.3 Weapon use and gunplay quality

Required:

  • Use firearms realistically; avoid constant “shoot-on-sight” culture.
  • Drive-bys and ambushes must have clear RP context.

Not allowed:

  • Exploit-style gunplay: shooting through walls, abusing desync/hitboxes, etc.
  • Using combat purely to farm clips, content, or dominance.

Possible consequences: comms, ban, gang action if systemic.

3.4 Hostages and robberies (quality control)

Hostage RP must be believable and not “hostage farming.”
Required:

  • Realistic motive, clear demands, and reasonable pacing.
  • Hostages must be treated as real people (not disposable props).
  • Do not hold scenes hostage for excessive time with no progression.

Not allowed:

  • Using friends/alt characters as fake hostages.
  • Repeating identical robberies back-to-back as a money/RP farm.
  • Using hostages to bait police into killboxes with no story foundation.

Possible consequences: comms, ban, item/money removal where applicable.

3.5 Cop baiting

Not allowed:

  • Provoking police with no IC reason just to start chases/shootouts.
  • Camping PD locations to taunt, rev engines, or stage attention-seeking scenes.
  • Brandishing weapons, fake calls, or repeated “poke-the-bear” behavior.

Possible consequences: comms, ban.

3.6 Combat logging / leaving to avoid consequences

Not allowed:

  • Disconnecting, switching characters, or force-resetting to dodge arrest/robbery/death.
  • “F8 quit” or similar during active scenes.

Possible consequences: comms, ban, item/money removal where applicable.

Section 4 – Police, EMS, and Government Interaction

4.1 Compliance and realism

Required:

  • Follow reasonable police/EMS directions when detained/treated.
  • If you resist, it must be roleplayed realistically and proportionally.

Not allowed:

  • Unrealistic resisting (endless stalling, mechanic abuse, constant “wiggle” tactics).
  • Using exploits/desync to break custody or escape secured areas.

Possible consequences: comms, ban.

4.2 Medical RP

Required:

  • Treat injuries seriously; seek EMS/hospital care before resuming normal activity.
  • If a scene is unsafe (active shooting), EMS should not be forced into suicide runs.

Not allowed:

  • Self-reviving/forcing medical outcomes without RP.
  • Exploiting medical systems to rejoin fights or reset consequences.

Section 5 – Economy, Items, Property, Businesses, and Jobs

5.1 Economy integrity (no farming/abuse)

Not allowed:

  • “Money farms,” unrealistic grinding, or looping exploits to print cash/items.
  • Transferring money/items to bypass progression systems (alt abuse).
  • Using job systems in ways that clearly break intended balance.

Possible consequences: item/money removal, comms, bans, business action.

5.2 Scamming rules (limits and realism)

Scamming can be RP, but it cannot become a server-destroying loophole.
Not allowed:

  • Scamming for major assets (vehicles/houses) through purely mechanical loopholes.
  • Scamming amounts/items in a way that is clearly unreasonable for normal RP.
  • Using metagaming/Discord/stream intel to conduct scams.

Possible consequences: item/money removal, comms, bans.

5.3 Business Conduct, Ownership, and Abuse

All player-owned businesses must operate as believable, roleplay-driven services that contribute to the city’s economy and immersion. Businesses are a privilege, not an entitlement, and may not be used as shielded profit engines or exploitation tools.

5.3.1 Business Requests & Eligibility

  • All new business requests or changes to an existing business must be submitted via a staff ticket in the form of a Business Proposal.
  • Only Diamond Supporters may submit Business Proposals.
  • Each Diamond Supporter is limited to one (1) Business Proposal per calendar month.
  • Staff approval is required before any business is created, modified, relocated, or expanded.

5.3.2 Ownership & Transfer Restrictions

  • One business per player is permitted at any given time.
  • Businesses may NOT be transferred, gifted, sold, or traded to another player under any circumstances.
  • Businesses cannot be inherited, shared, or temporarily held for another player.
  • Any attempt to bypass ownership restrictions through RP loopholes, shell characters, or proxy ownership is prohibited.

5.3.3 Business Sale & Auction Rules

  • Players may choose to sell their business back to the City for auction.
  • When a business is auctioned:
  • The original owner receives 25% of the final auction sale price.
  • The remaining funds are retained by the City for economic balance.
  • Players have no control over the auction outcome, buyer, or final price.
  • Once auctioned, the original owner permanently forfeits all claim to that business.

5.3.4 Activity & Maintenance Requirements

  • Businesses must remain active and roleplayed.
  • Prolonged inactivity may result in:
  • Staff warnings
  • Temporary business restriction
  • Forced removal and auction
  • Staff may determine inactivity based on:
  • Lack of RP activity
  • No employees or customer interaction
  • Repeated failure to operate during peak hours

5.3.5 Conduct & Operational Standards

Business owners must:

  • Follow staff-approved business policies at all times.
  • Operate in a realistic and immersive manner consistent with the business type.
  • Maintain fair pricing, believable services, and RP-driven transactions.
  • Ensure employees follow server rules and business guidelines.

Staff reserve the right to audit businesses showing:

  • Repeated player complaints
  • Suspicious financial patterns
  • Abuse of job permissions or mechanics

5.3.6 Prohibited Business Behavior

The following are strictly forbidden:

  • Using a business to launder rule-breaking activity, including but not limited to:
  • Fraud or exploit logs
  • Stealing via job permissions
  • Hidden money cycling or laundering
  • Operating a business as a disguised money farm.
  • Pressuring staff for approvals, favoritism, or rule exceptions.
  • Any form of pay-to-win influence, including supporter leverage.
  • Using alts or associates to bypass ownership or profit limits.

5.3.7 Disciplinary & Enforcement Actions

  • If a business owner is permanently banned, their business is:
  • Immediately seized by the City
  • Sent directly to auction
  • No compensation is provided to the banned player
  • Rule violations may result in:
  • Business strikes
  • Temporary business restrictions
  • Business removal and auction
  • Communication restrictions
  • Temporary or permanent bans

5.3.8 Final Authority

  • All businesses remain under City jurisdiction.
  • Staff decisions regarding business ownership, removal, or audits are final.
  • Ignorance of business rules does not exempt a player from enforcement.


5.4 Job abuse and restricted actions

Not allowed:

  • Using job permissions/tools to grief, scam, or force outcomes (especially whitelists).
  • Using job gear/vehicles purely as combat advantage without roleplay context.

Possible consequences: comms, bans, job removal, business/gang action if applicable.

Section 6 – Safe Zones and Protected Areas

6.1 Safe zone intent

Safe zones exist to protect core services and reduce “reset abuse.”
Not allowed in/around safe zones:

  • Robberies, kidnappings, harassment, shootouts, or threats used as “zone armor.”
  • Running into a safe zone to avoid an active confrontation.
  • Conducting illegal trades (drugs/weapons) while using the safe zone as cover.

Possible consequences: comms, bans.

Section 7 – Technical Rules, Exploits, and Cheating

7.1 Cheating, injectors, mod menus

Zero tolerance:

  • Mod menus, injectors, aimbots, triggerbots, ESP, or similar tools.

Possible consequences: bans (including permanent where warranted).

7.2 Exploits and bug abuse

Not allowed:

  • Duping, glitching, exploiting scripts, clipping into restricted areas, or bypassing cooldowns.
  • Any “I found a loophole” behavior used to gain money/items/advantage.

Required:

  • Report major bugs to staff. Do not weaponize them.

Possible consequences: item/money removal, comms, bans.

7.3 Performance and server health

Not allowed:

  • Spamming props/effects/vehicles to create lag.
  • Using known heavy assets or repeat actions designed to degrade stability.

Possible consequences: comms, kick, bans.

Section 8 – Gangs, Group Conflict, and Organized RP

8.1 Gang integrity and responsibility

If you are part of an organized group (gang/crew), you are responsible for your pattern of behavior.
Not allowed:

  • Treating “gang RP” as nonstop gunfights with no story.
  • Recruiting to mass-rule-break.
  • Using OOC tools to coordinate wars, ambushes, or intel.

Possible consequences: gang strikes, gang restrictions, gang suspension/disband, bans.

8.2 War behavior standards

Required:

  • Conflicts must have IC cause, escalation, and limits.
  • Third-party interference must make sense IC (no “random pull-up” for content).

Not allowed:

  • Using clothing swaps/masks purely to avoid recognition mid-war.
  • “Body/scene camping” to deny RP recovery and force resets.

Possible consequences: comms, bans, gang action.

8.3 Being Part of a Gang

Required:


Not allowed:

  • Any members of EMERGENCY (LEO or AMBULANCE) High Command Team can be part of gang, If a member of HIGHCOMMAND team joins any gang in city, they are to withdraw there position at the department or demote to a rank for FTO and Bellow.
  • Can not operate a gang (Ownership) if player has a recent Ban in city!

Section 9 – Reporting, Evidence, and Tickets

9.1 How to report

Required:

  • Use tickets and provide clear evidence (video preferred).
  • Include context before/after the incident so staff can judge escalation and intent.

Not allowed:

  • Witch-hunting, public callouts, or rallying Discord mobs.
  • Editing clips deceptively to hide your own escalation.

Possible consequences: warnings, comms, mutes, bans (depending on severity).

Section 10 – Supporter Tier Policy and Shop Rules

10.1 Supporters are not buying power

Supporter tiers are voluntary contributions to support development, hosting, and growth. Perks are appreciation features—not guaranteed services, ownership rights, or admin privileges.

10.2 Perks and imports can change

All supporter tiers, features, and perks may be adjusted, limited, or removed at any time by City Management to protect balance, performance, and community safety.

10.3 Import/request review

Any vehicle/MLO/clothing request:

  • Must be reviewed for optimization, suitability, and compliance.
  • May be approved, denied, or returned for revision.
  • May be removed later if it becomes problematic, unoptimized, or non-compliant.

10.4 Terms of Service compliance (mandatory)

All supporter content must comply with FiveM and Rockstar policies. Content that violates rules or becomes risky can be removed without compensation if required by policy or management decision.

10.5 No refunds; perks can be revoked

Supporter contributions are non-refundable and do not constitute a purchase of in-game assets or permanent entitlements. If a supporter:

  • Violates server rules,
  • Abuses perks for advantage,
  • Attempts pay-to-win behavior,
  • Engages in IRL trading of in-city items/assets,
    then perks may be restricted or revoked.

Possible consequences for supporter-related abuse: comms, bans, supporter perk revocation, item/money removal, business/gang action where applicable.

Section 11 – Punishment Alignment (How rules connect to consequences)

To keep enforcement consistent, PalmrockRP generally maps behavior like this:

  • Immersion/RP violations (OOC, FailRP, Powergaming, NVL, NLR): warning → comms → bans
  • Combat violations (RDM, VDM, cop baiting, hostage farming): comms → bans
  • Integrity violations (metagaming, stream sniping, combat logging): comms → bans → org actions
  • Economic abuse (duping, transfers abuse, business abuse): item/money removal → comms → bans → business/gang actions
  • Hate/harassment/toxic behavior: mutes/comms → bans (severity-based)
  • Cheating/external tools: bans (severity-based, including permanent where warranted)


Lawyer Roleplay (SABA)

A healthy justice system depends on access to legal advice and representation. The San Andreas State Bar Association (SABA) accepts applications from citizens who want to represent the accused in Los Santos.

SABA Bar Exam (required): Head over to City hall and proceed for the Bar Exam for 200k

Eligibility Requirements (Must Meet All)

To act as a lawyer or legal representative, you are required to:

  1. Pass the SABA Bar Exam
  2. Remain in good standing with city officials.
  • Individuals with multiple bans and reports will not be allowed to be lawyers.
  1. Be a citizen for at least one (1) month.
  2. Carry the following at all times while acting as a lawyer:
  • SABA Membership Card
  • Valid identification
  1. Be presentable and professional in both appearance and behavior.
  2. Maintain a relatively clean record.

SABA Membership Card Rules

  • Passing the SABA Bar Exam issues an SABA membership card.
  • Lawyers may present their SABA card to LSPD and the courts when representing a client.
  • If you do not have:
  • your SABA membership card, and
  • a form of identification
  • then LSPD and the courts may reject you from entering the premises.

Lawyers are expected to maintain a basic level of legal knowledge and remain able to pass the SABA Bar Exam standards. Lawyers may be tested periodically; anyone found to have cheated on the exam or who is unable to answer basic legal questions/scenarios will be permanently disbarred.

What Lawyers Are Allowed To Do

Lawyers are allowed to:

  • Charge for services or work pro-bono (this is not a whitelisted job/career).
  • Represent clients who need legal assistance.
  • Present a case in court when approved by a judge for a client.

What Lawyers Are Not Allowed To Do

Lawyers are not allowed to:

  • Represent someone while off-duty.
  • Intentionally delay RP, stall for time, or waste the time of LEOs.
  • Disrespect LEOs when trying to gather information regarding a case.
  • Harass LEOs for case information unless it is purposely being hidden.
  • Request a trial for a client who pleads guilty.
  • Self-represent.
  • Dress inappropriately in a case or wear casual clothing.
  • Represent someone while clocked in as an LEO.
  • Dodge phone calls from people who may require assistance.

License Revocation Notice

LEOs or city officials may revoke your license at any point if you do not maintain a professional and active standing.
